Melt the butter in a 3 qt saucepan. Stir in the flour, salt & pepper until smooth. Stir in the milk. Cook until thickened, stirring constantly. Remove from heat. Stir in the sour cream, parsley, cheese, potatoes and eggs. Pour into a 9x13 inch baking dish. Top with Canadian bacon, overlapping the slices. Bake at 350 for 40 minutes.
