In a bowl, mix brown sugar, baking soda, 1 cup butter, flour, oatmeal and salt. Press 3/4 of mixture into bottom of small cookie sheet and bake at 350 degrees for 10 minutes. Remove from oven. In small saucepan, melt caramels with 2 tablespoons butter and milk. Pour over crust. Sprinkle with chocolate chips and then sprinkle with the remaining mixture
