Bring a large pot of water to a boil. Add potatoes and cook until tender but still firmish. About 30 minutes. Drain, cool and slice.
Cook bacon pieces until crispy. Drain and set aside, saving drippings.
In skillet with drippings, whisk in the flour, sugar, salt and pepper. Cook and stir until bubbly, then remove from heat. Stir in water and vinegar, return to the stove and bring to a boil, stirring constantly.
Layer the potatoes, bacon bits, onion in a bowl. Pour the dressing over the top and mix together gently.
