Preheat oven to 300. Combine crumbs, sugar and butter. Press firmly on bottom of 9 in springform pan. In large mixer bowl, beat cream cheese until fluffy. Gradually beat in Eagle Brand until smooth. Add eggs and vanill and mix well. In small bowl toss 1/2 c chips with the flour to coat, stir into the cheese mixture. Pour into prepared pan. Sprinkle remaining chips over the top. Bake 55 minutes or until center springs back whrn lightly touched. Turn oven off, allow it to cool with oven door slightly open. Chill. Refrigerate leftovers.
