Rinse potatoes with cold water, place in a large pot.Fill pot with enough water to cover potatoes,add salt. Bring the water to a boil, reduce heat and cook until tender, about 15 min.Drain, cool, and chop into 3/4 inch cubes. Place in a big bowl.
While the potatoes are cooking, place eggs in a saucepan filled with cold salted water. Bring eggs to a boil, then remove from the heat. Cover the pan and let stand in hot water for about 10 min. Cool using cold water, peel, and dice.
Now, in a small bowl combine the mayo with milk, vinegar, green onions. Add the potatoes, eggs, and celery. Gently fold all ingredients, salt and pepper to taste.
Cover the bowl, and let chill in the fridge for a couple hours before serving
