Melt margarine, shortening, cocoa and water to a rapid boil and pour over mixed dry ingredients; mix well. Add buttermilk, eggs and vanilla and mix well.
Spread on greased cookie sheet (with sides) and bake 20 minutes at 400 degrees.
Melt remaining 1/2 cup butter or margarine the cocoa and sweet milk. Bring to a boil, then remove from heat. Add most of a 1 pound box of powdered sugar. Frost cake while warm.
