Heat oven to 350. Grease 13 x 9 x 2 inch pan (I use butter). Have Damien unwrap the caramels. Heat caramels and milk in a 2 quart sauce pan over low heat, stirring often, until smooth. Remove from heat.
Crust and topping- Mix brown sugar, butter, and egg together. Mix flour, baking soda, salt, oats together. Combine and mix together. Press 1/2 mixture into pan, bake 10 minutes.
Sprinkle chocolate chips and walnuts on crust and drizzle with melted caramel. Add remaining crumbly mixture over the top (just crumble it on). Bake for 25 minutes, cool 30 minutes.
Loosen edges and cool completely, then cut into 1 inch squares and enjoy!
