Brown beef, onion and garlic. Add tomato sauce and seasonings. Heat throughly. Line 13x9 pan with tortillas, pour in meat mixture. Cover with tortillas again. Mix milk and soup, pour over top layer of tortillas. Sprinkle grated cheese over all and bake 25 min at 350.
