Mix flour and sugar, set aside. In a saucepan bring crisco, water and cocoa to a boil. Add to flour mixture. Add the rest of the ingredients. Pour in a buttered jelly roll pan. Bake at 400 for 20 minutes.
Frosting- Combine cocoa, butter and milk. Bring to a boil. Remove from heat. Mix in vanilla and powdered sugar. Warm frosting over warm cake.
