Heat oil in pan and add steak. Brown and turn to brown both sides of meat. Add oil as needed to brown all the steak. Meat will not be fully cooked but will continue to cook in the boiling water.
In another pan, heat water to boiling. Lower heat to keep water at a slow boil. Keep covered to prevent water from boiling out.
Transfer browned meat to boiling water. Boil for one or two hours to make gravy and to finish cooking meat. If gravy is too thin, it can be thickened with cornstarch. Taste and add salt/pepper as needed.
