Slice potatoes lengthwise and place in a deep covered baking dish. Pour 1/2 cup milk over potatoes, cover and Microwave on high for 11 minutes. Remove from microwave and rotate potatoes and microwave again for 8-11 min more until potatoes are very soft. Use a fork or masher to corsely mash potatoes.
Meanwhile, mix soft cream cheese with remaining 3 cups milk and mix until smooth. Add cream cheese and butter to potatoes. Microwave covered on high 3-5 minutes until hot completely through.
Slice green onions and stir into potato mixure. Add salt and pepper.
Top with cheese and/or other toppings.
