Slice potatoes inhalf, place in a large microwave safe baking dish. Pour 1/2 cup milk over potatoes. Microwave, covered on HIGH 11 minutes. Remove from microwave and rotate potatoes. Return to microwave and cook on high 8-11 minutes. Coarsely mash potatoes (pastry cutter works well).
Meanwhile, whisk cream cheese until smooth and add 3 cups milk, whisking until smooth. Add cream cheese mixture and butter to the potatoes. Microwave on high 3-5 minutes until hot. Slice green onions.
REmove baker from microwave. Stir in grated cheddar cheese, onion, salt and pepper. Serve with bacon, broccoli or other toppings as desired.
