Cook the potatoes in enough water to cover in a saucepan just until tender; drain. Let stand until cool. Slice the potatoes. Saute the green onions in the butter in a skillet just until tender-crisp. Layer the potatoes, sour cream, green onions, bacon, cheddar cheese, salt and pepper 1/2 at a time in a 3-quart baking dish sprayed with nonstick cooking spray. Bake at 350° for 20 minutes.
