Make a white sauce of butter, flour, milk, onion flakes, garlic, parsley and salt and pepper. Add 2 cups of parmesan cheese and paprika.
Arrange layer of potatoes in buttered 9X13 pan. Cover with 1 can tuna, salt, pepper, and a layer of parmesan cheese. Cover with 2 layer of potatoes. Pour sauce over all. Bake 350 degrees for 30 minutes.
