First, fill large bowl with ice water. Bring pot of water to boil and add 1tbs salt. Add beans and cook for ONE MINUTE only. Drain beans and put them in ice water until cool. Drain and dry beans.
In small bowl, whisk together mustard, vinegar, 1/2 tsp salt and pepper. While whisking, slowly add oil oil to make an emulsion.
Pour enough dressing over olive oil to moisten them well - reserve rest for later use. Toss beans with dill.
