heat oil in a large saucepan and add onion, cover and cook for 5 mins. add garlic, red/green peppers and carrots and cover and cook for 10 mins. add the tomatoes and simmer uncovered for 10 mins or untill carrots/peppers are tender. add the tin of peppers, beans and chilli powder to taste, cook for a further 5-10 mins. serve with rice.
