Melt butter in a medium pot. Add the cream cheese and garlic powder and stir until melted (its okay if it is chunky and not mixing well at this stage).
Whisking constantly slowly add in the milk. After combined whisk in the parmesan cheese and pepper. remove from heat when it reaches the desired consistency. Sauce will thicken rapidly if cooked too long. Toss with hot pasta.
