Pound steak until think (2x4). Season with salt and pepper.

Lay slice of bacon on steak, leaving part of it to cover the outside roll. Lay several slices of onions on top of bacon. Begin rolling from small end. When in a nice firm roll, insert a toothpick to hold together while cooking.

Dust rouladen with flour. Brown in hot oil, turning on all sides until browned. Remove rouladen from pan.

Add 2 tablespoons flour to the remaining oil. Stir in the water and 1/2 cup of the bouillon. Arrange meat in a casserole and add thickened broth, cover and bake at 325 for 1 1/2 to 2 hours.
