Saute rice in 1 Tbs butter until light brown. Add 1 1/2 cups hot water, bring to a boil and let cook until water is gone, cover and let it steam for 10 min. Put remaining butter, onion, pepper, sage, & salt in another pan and brown lightly. Add flour & 1/2 cup of tomatoes, blend well, add remaining tomatoes & boil mixture for 5 min. Pour mixture over rice and mix.
