Cook potatoes, celery, carrots, and onions until just tender. Add onions last.
Add ham, garlic, parsley, butter, salt and pepper to taste. Simmer approximately 30 minutes. Add half and half to make broth. For thicker broth add potato flakes until reaches desired consistency.
Allow each person to garnish with bacon, green onions, and cheese.
