Mix flour, sugar, eggs, evaporated milk, vinegar and baking soda in large bowl, set aside.
Bring 2 sticks of butter, 4 T. cocoa, 1 C. water to boil. Mix in flour mixture and beat well. Pour into greased and floured cookie pan. Bake at 350 for 20 minutes
For Icing, bring to boil- 4 T. cocoa, 1 stick butter, 6 T. milk.
Add box powdered sugar, 1/2 C. chopped nuts, 1 t. vanilla. Pour over cake while still warm.
