Mix cake mix, butter and evaporated milk together.
Pat half of the mixture into a greased and floured 9 x 13 baking dish.
Bake at 350 degrees for 6 minutes.
Melt entire package of caramels and 1/3 cup evaporated milk.
Spread onto baked crust and sprinkle with chocolate chips.
Top with remaining half of cake mixture.
Bake an additional 15 minutes. Cool and lightly dust with powdered sugar.
