Saute onion, pepper, and carrots in melted oleo. Add Chicken Broth, Salt and Pepper. Bring to a boil. Add Potatoes, Chicken and Chiles. Cover and reduce heat. Cook on low for 30-45 minutes or until Potatoes are tender. Ladle into heavy bowls and top with chopped Cilantro.
