Brown beef in small amount of fat. In a large saucepan, combine tomato sauce, sugar, salts and pepper. Add browned meat and simmer about 30 min until meat is tender. Skim off fat.
In a separate bowl, combine cottage cheese, cream cheese, sour cream, onions, and green chiles. Mix until smooth and creamy.
Grease two 9 x 13 baking dishes. Cook noodles according to pkg directions. Drain and add margarine.
Fill the baking dishes in this order- Put 1/4 of the cooked noodles in the bottom of each of the pans. Cover with 1/4 meat sauce in each pan. Next, divide the cheese mixture between both pans. Use all of the cheese mixture for one thick layer. Spread remaining noodles evenly over cheese. Use remaining meat sauce over noodles and fish with heavy coating of parmesan cheese. Cover with foil and refrigerate. Before serving, heat in 350 degree oven for 45 minutes. This tastes better if made the day before.
