Preheat oven to 350 F. Brown meat; drain. Mix in taco seasoning and water. Bring to boil; reduce heat to medium-low heat for 10 minutes.
Spray 12x8 pan with cooking spray. Line dish with 6 tortillas and half the cheese. Spoon seasoned meat over cheese. Add shell then top with beans. Alternate layers.
Spoon salsa over shells. Bake 15 minutes. Top with cheese, bake 5 minutes until cheese is melted. Serve with sour cream.
