Saute onion, garlic, green bell pepper, celery, and oregano over medium heat for 5 minutes or until onion is tender. Transfer to a plate and reserve for later.
In the same skillet, combine the ground beef and the sausage and cook until brown. Add the vegetable mixture, chili sauce, vinegar, Worcestershire sauce and brown sugar and mix well. Season with salt and pepper to taste.
