Preheat oven to 375 degrees; grease cookie sheets.
In large bowl, cream together shortening, peanut butter, brown sugar, and sugar; until smooth. Beat in eggs one at a time. Stir in milk and vanilla. Combine flour, baking soda, and salt. Stir into other mixture until well blended.
Shape dough into 1 tbsp balls, roll in remaining sugar. Place 2' apart.
Bake 10-12 minutes. Remove from oven. IMMEDIATLY press kiss into cookie. Allow to cool; the kiss will harden.
