Cook couscous in 4 cups of water with 1/2 of the salt and all the vegetables. When done stir in margarine and cheese.
Pour into a fry pan. In a bowl, mix eggs, milk, flour, baking powder, salt, garlic, and pepper. Mix well. Gradually add enough water to make a sauce consistency (not paste).
Pour this over grain in fry pan, cover tightly, and cook over medium heat, using round the clock method of rotation about 20 to 30 minutes.
