Slice beef into 1/8th inch pieces. Mix sugar, 2 tbs. of oil, soy sauce, pepper, onions & garlic in glass or plastic bowl; stir in beef until well coated. Cover & refrigerate 30 minutes.
Drain beef. Cook & stir sesame seeds in 10in. skillet over medium heat until golden brown, remove from skillet. Heat 1 Tbs. oil in same skillet; add beef. Cook & stir beef until light brown (med-high heat), 3-4 minutes. Sprinkle with sesame seeds. Serve over rice.
