In a small dish, combine first 4 ingredients. Loosen skin from turkey. Spread half of the mixture under the skin and half over the skin.
Place in rack in shallow roasting pan. Bake, uncovered, at 325 for 1 1/2-2 hours or until thermometer reaches 170. Let stand 10-15 min. and remove skin before slicing.
