beat butter and sugar until creamy, add egg and vanilla. Stir together dry ingredients(and chips) and then add to butter mixture, also adding the milk. Refrigerate dough until firm enough to handle(about 1 hour).
Shape small portion of dough around peppermint patty, completely covering candy. Place on greased cookie sheet and flatten slightly and crimping around edges with a fork.
