Preheat oven to 350 F. In medium saucepan, melt butter; stir in flour, mix and egg. Press into greased 13x9 pan. Bake 12-15 minutes.
In medium bowl, combine all filling ingredients except chips, beat well. Stir in chocolate chips. Spread over crust. Bake 15-25 minutes or until golden.
