Preheat oven to 350 degrees. Grease 10 inch springform pan. Combine cake mix and oil in large bowl. Mix well. Press onto bottom of pan. Bake 22-25 min or until set. Remove from oven and increase temperature to 450 degrees.
Place cream cheese in large mixing bowl. Beat at low speed with electric mixer, adding sugar gradually. Add sour cream and vanilla, mixing until blended. Add eggs, mixing until incorporated.
Toss 1/2 cup chocolate chips with the flour in a separate bowl. Fold this mixture into cream cheese mixture. Pour filling onto cake mix crust. Sprinkle with remaining chocolate chips.
Bake 5-7 min. Reduce oven temperature to 225 degrees. Bake for 60-65 min or until set. Loosen cake from pan with knife or spatula. Cool completely in pan. (to prevent top of cheesecake from cracking, place a pan of water on the bottom rack of oven while cheesecake bakes.)
Serve cold with milk.
