In a 6 qt pan, melt butter on med-low heat with onions. After onions become translucent, add garlic, rosemary for 2 minutes. Add sausage and cook another 2-3 minutes.
Add potatoes, cover with water. Change heat to high and bring to boil. After potatoes, become tender, reduce heat to low and add cheese. Add milk, salt & pepper. Cover 15 minutes.
