Prepare grill for direct cooking over medium coals. In large bowl whisk together water, vinegar, sugar, flour, salt and black pepper.
Slice potaties and onion thinly - put into vinegar mixture in bowl. Add bacon and parsley. Mix gently, then spoon into foil pan. Cover with aluminum foil.
Place pan on grid of grill. Cover grill. Grill 30-35 minutes or until potatoes are tender.
