Preheat oven to 325 F. Grease 2 large cookie sheets. In a large bowl, combine flour, cocoa, baking powder and salt. In a heavy saucepan, melt chocolate squares and butter over low heat; stirring frequently until smooth. Remove and cool.
In a large bowl, beat eggs and sugar at medium speed until light and fluffy and lemon-colored, about 2 minutes. Reduce speed to low. Add cooled chocolate mixture, flour mixture and vanilla. Beat until just blended. Increase speed to medium, beat an add'l 2 minutes. Stir in pecans and chocolate chips.
Drop by rounded tsp 2 inches apart on prepared cookie sheets. With a spatula, spread batter into 2 in balls.
Bake until tops are shiny and cracked, about 15 minutes. Cool 10 minutes on cookie sheet. Transfer to wire racks to completely cool.
