Heat oven to 350. Combine crust ingredients and press into a greased 9x13 pan.

Combine all filling ingredients except toffee chips. Beat at medium speed until smooth. Add toffee chips; beat at lowest speed just until combined. Spread mixture over crust. Bake 33 to 38 minutes or until edges begin to brown. Cool 30 minutes.

In a saucepan, combine topping ingredients. Melt over low heat, stirring constantly, until smooth. Spread over bars.

|
|
Refrigerate at least 1 hour. Store refrigerated.
