Heat oil in large skillet over med-hi heat. Add green pepper, garlic and onion and celery. Saute until tender. Add ground meat, cook until brown.Drain. Add tomaotes, chili powder, salt and pepper. Simmer uncovered 30 minutes. add beans; simmer 15 minutes.
