Cook the ravioli according to the package directions. Rinse carefully with cold water and stir occasionally to keep ravioli from sticking.
Drain the ravioli and place in a large bowl with the peppers, scallions, pine nuts, basil, dill, and Parma. Stir.
To make the dressing, combine the vinegar, garlic, salt, and pepper in a small bowl. Whisk in the oil until well combined. Pour the dressing over the ravioli and chill for at least 45 minutes. Tastes different cold!
