Preheat oven to 350. Combine brown sugar and flour; mix
in butter. Pat into bottttom of 9 x 13 pan. Bake for 10
minutes.
Combine coconut and sweetened condensed milk; drop by
teaspoonful over warm crust, and spread being careful not
to smear crust apart. Bake for another 10 minutes.
Remove from oven. Sprinkle chips over top. Cover for 5
minutes; when melted spread as frosting. I like to put
colored sprinkles on top. -)
