Heat oil in a skillet over medium heat and cook chicken until evenly browned on all sides. (about 3-5 minutes) Place in slow cooker.
In bowl, mix honey, soy sauce, ketchup, garlic and ginger.Pour over chicken in slow cooker.
Cover and cook for 4 hours on high.
Mix cornstartch and water in small bowl. Remove chicken from slow cooker. Blend cornstartch mix into remaining sauce to thicken. Serve over rice with extra sauce.
