Combine all of the chimichurri sauce ingredients, minus the olive oil, in a food processor or blender. Blend ingredients, then pour in olive oil and combine. Let sit for at least 30 minutes so that the flavors blend.
Combine the ingredients for the rub in a small bowl. Rub over the flank steak, and let sit for at least 10 minutes.
Heat a grill pan or grill on high heat. Grill flank steak 3 to 4 minutes a side, depending on desired doneness. Remove from grill and cover with foil for 10 minutes to let juices redistribute.
