Grease 9inch square pan. Preheat oven to 350
degrees. In large bowl mix flour, sugar, 2 Tbs
cocoa, baking powder, and salt. Make a well in
the center. In a medium bowl mix 2 Tbs cocoa and
brown sugar. In the large bowl whisk together egg,
milk, butter, vanilla then pull in dry
ingredients. Pour in the pan, layer chocolate
chips on top and then brown sugar mixture. Slowly
pour boiling water over batter. Bake 30 minutes.
