Cook macaroni according to package directions; omitting salt. Drain and set aside. Melt butter in a heavy saucepan over low heat; add flour, stirring until smooth. Cook 1 minute, stirring constantly. Gradually add milk; cook over medium heat, stirring constantly, until thickened and bubbly. Stir in salt and cheese, stirring until cheese melts. Stir macaroni into cheese sauce and pour into a lightly greased 2 quart baking dish, or an 11 x 7 inch baking dish. Sprinkle with paprika, if desired. Bake, uncovered at 350 degrees for 25 to 35 minutes or until bubbly. let stand 5 minutes before serving.
