Heat 1 tablespoon oil in large heavy-bottomed cooking pot over medium heat, about 1 minute. Add garlic, onion and pepper. Cook until onions become tender and begin to brown, about 5 minutes. Add oregano and stir until fragrant. Add sausage. Stir well to combine. Cook about 10 minutes.
Add paste, diced tomatoes and water. Bring to a low boil and simmer 30 minutes. Cover. Reduce heat and allow to cool. Meanwhile cook pasta according to directions. Drain pasta, allow to cool and toss with a bit of olive oil to prevent sticking.
Preheat oven to 350 degrees Fahrenheit. In large mixing bowl combine pasta, 2 cups red sauce, salt, pepper, sugar, ricotta, 1 cup mozzarella cheese, 1/2 cup Parmesan. Stir well to combine.
Pour contents into large, lightly oiled baking dish. Add remaining cheese. Sprinkle with dried herbs. Cook on center rack 30 minutes. Remove when cheese bubbles and begins to brown.
