Oven to 350 degrees. Lightly grease 9x13. Combine flour, oats, brown sugar and baking powder in large bowl. Cut butter into flour mixture with pastry blender or two knives until crumbly. Remove 2 cups crumb mixture; set aside. Press remaining crumb mixture onto bottom of prepared pan. Stir jam to soften; carefully spread over crumb mixture. Sprinkle chocolates evenly over jam. Cover with reserved crumbs. Sprinkle nuts over top, if desired; press firmly. Bake 40-45 minutes or until lightly browned. Cool completely in pan on wire rack, cut into bars.
