Preheat oven to 350 degrees. OAT MIXTURE: Stir and set aside, oats, and hot water. CAKE: Beat well 1 cup sugar, 1 cup brown sugar, vanilla, baking soda, salt, cinnamon, butter and eggs.
Alternately add oat mixture and 1 cup flour into the sugar mixture. Mix with a spoon that has holes.
Mix together raisins, nuts, and 1/2 cup flour. Add this mixture last. Bake 30-40 minutes.
FROSTING: Mix together coconut, 1 cup brown sugar, 1/2 stick melted butter, and 1/2 cup Milnot. Spread frosting over the hot cake. Put on middle shelf of broiler for 7 seconds till it bubbles and browns.
