Heat oven to 375 degrees. In an ungreased 1 quart casserole , mix potatoes (dry), hot water, milk, and 2 tbsp butter. Cover with plastic wrap, folding back one edge to vent steam. Microwave on high 2-4 minutes or until moistened. Whip potatoes with a fork until fluffy. Stir in chives, and smooth top of potatoes with a spoon
In a small bowl, mix crushed crackers, cheese, and melted butter. Sprinkle over potatoes.
Bake uncovered for 10-15 minutes or until potatoes are hot and topping is crisp
