Add juice from 2 cans minced clams, then enough water to cover vegetables; simmer 20 minutes or until tender.
SAUCE-
Melt butter to boiling, stir in 3/4 cup flour, salt, pepper. Add milk and stir until thick and smooth. Add cooked vegetables, 2 cans of clams. Season with sugar (about 2 tsp.) Simmer.
