Melt butter and mix with cake mix, 1/3 cup evaporated milk, and egg. Put half of the mixture in a 9x13-inch pan and bake at 350 F for 10 minutes. While that is baking, mix caramels with other 1/3 cup evaporated milk and melt. Mix half of the white chips in with the remaining cake mixture. Pour melted caramel mixture over baked mixture then sprinkle chocolate chips and the remainder of white chips over top. Cover this with the rest of the cake mix. Sprinkle top with mini M&M's and bake at 350 F for about 25 minutes.
